In my 43 years of owning autos, I have never found as honest and competent auto repair facility as Harriman Auto. I drive 45 miles from New York City to Harriman twice a year for tire changes (winter to summer tires and back), annual inspection, and every other kind of required Toyota maintenance and repair, always completed within the same day while I read in the local public library their staff shuttles me to. Their prices are incredibly reasaonable considering the high quality of help I've encountered there. They have every opportunity to screw me with all the scams you speak of, but never have in my 3 years of experience with them. I am slightly biased because my policeman nephew introduced me to Harriman Auto. Apparently they are the service facility of choice among cops and firemen in 'Coptown' (Monroe, NY) nearby. That should say something about their quality and customer service orientation. However, I could not answer several of your specific questions like whether their techs are ASE certified because I simply did not ask or never witnessed the answer (like whether women are treated equal to me, a man).
